Rundfunk Berlin-Brandenburg (rbb) is the public broadcasting corporation for the German states of Berlin and Brandenburg and, as a member of the ARD, is among Germany's major media institutions. It offers a comprehensive program portfolio including radio services such as radioeins and Inforadio, television formats including rbb Fernsehen, and online, podcast, and cultural offerings. The target audience is regionally focused, but the programming reaches audiences beyond the region through overregional content and digital media.


As a public broadcasting corporation, ownership rests with the public; leadership is exercised through an intendant, directorates, a broadcasting council (Rundfunkrat), and an administrative council (Verwaltungsrat). Ulrike Demmer has served as Intendantin (chief executive) since September 1, 2023. The Board of Directors was newly elected on 27 November 2025 and is still being constituted. Robert Skuppin has directed programming (Programmdirektion) since October 2025. rbb emerged from the 2003 merger of Sender Freies Berlin (SFB) and Ostdeutscher Rundfunk Brandenburg (ORB). The broadcaster's headquarters are located in both Berlin and Potsdam.


During the tenure of Intendantin Patricia Schlesinger (2016-2022), rbb faced significant criticism. Allegations included nepotism, excessive expense reimbursement, disputed bonus payments, and a controversial construction project called the "Digitales Medienhaus." These issues led to Schlesinger's termination without notice in 2022. In 2022, the Berlin Generalstaatsanwaltschaft (Office of the State Prosecutor) searched rbb offices and seized documents as part of investigations into embezzlement of public funds. A Brandenburg Landtag investigation committee examined the leadership's conduct and characterized the behavior as part of a "culture of irresponsibility," particularly regarding oversight and transparency. The "Digitales Medienhaus" project resulted in approximately €7 million in losses from planning procedures, consultant fees, and contract terminations.


rbb also initiated dismissals of senior leadership including Verena Formen-Mohr, head of the intendant's office, and Susann Lange, legal director. rbb is engaged in litigation with former executives of its subsidiary rbb Media regarding consultant contracts concluded outside established transparency and oversight procedures. Internal violations became public following disclosures by whistleblowers to media outlets.


Under new leadership, rbb is implementing cost reduction programs and structural reforms to address the financial and organizational challenges from the governance crisis. The new intendancy has emphasized refocusing on programming quality, employee welfare, and strengthening rbb's public media mission.

Executive Board
  • Ulrike Demmer

    Ulrike Demmer (born 3 April 1973 in Solingen) is a prominent German journalist and, since 1 September 2023, director of Rundfunk Berlin-Brandenburg (rbb). She studied law in Bonn and Berlin and then graduated from the Berlin School of Journalism. During her journalistic career, she was a correspondent for Der Spiegel magazine, later deputy head of the Berlin office at Focus, and head of the parliamentary editorial office at RedaktionsNetzwerk Deutschland (RND). Between 2016 and 2021, she was deputy government spokesperson for the German federal government – experience she now brings to public broadcasting as director general.

  • Nicole Küchler-Stahn

    Nicole Küchler-Stahn (born 1980) is a German media manager, economist and university lecturer. Since January 2024, she has been the administrative, production and operations director and deputy director of Rundfunk Berlin-Brandenburg (rbb). Previously, she taught as a professor of public and non-profit management at HTW Berlin and Frankfurt University of Applied Sciences, focusing on the modernisation of public administration.

  • Robert Skuppin

    Robert Skuppin (born 1964 in Cham, Bavaria) is a German journalist and media manager who has been programme director at Rundfunk Berlin-Brandenburg (rbb) since 16 October 2025. He studied journalism, political science and history and began his radio career in 1988 as a news editor at Radio 100. From 1999, he became known as a presenter on Radioeins. Since 2023, he has also been head of the culture and knowledge division at rbb.

  • The Administrative Board

    The Administrative Council of the rbb consists of 8 members. They were elected on 27 November 2025 for a term of four years. One position will remain vacant until 17 December 2025.

  • Katharina de la Durantaye

    Katharina de la Durantaye is a professor of civil and media law and, as a proven expert in media, competition and intellectual property law, brings a legal and scientific perspective to the Administrative Board. Her research focuses in particular on copyright, platform regulation and data law, addressing key legal challenges of digitalisation.

  • Olaf Köppe

    Olaf Köppe was elected as an expert member of the new RBB Administrative Board and brings economic and media expertise to the board, thus covering one of the pillars of competence required by the state treaty.

  • Wolfgang Krüger

    Wolfgang Krüger has already been the chairman of the RBB Administrative Board and was re-elected to the board in the latest election. He has many years of experience in journalism, media and business, for example as former director and later chief executive of the Chamber of Industry and Commerce. With his expertise in media, administration and management, he is a key figure in the supervision and strategic management of RBB in times of transformation and consolidation.

  • Ulrike Meier

    Ulrike Meier has been newly elected to the Administrative Board and will take on one of six expert positions — she is expected to contribute expertise in business administration and media economics in particular. She will thus support the board in economic, organisational and structural decisions for the broadcaster. Her election underscores RBB's stated goal of representing various areas of expertise on the Administrative Board.

    Fränzi Kühne is also a member of the RBB Administrative Board following the new election.  She complements the board with her social media expertise.

  • Ursula Weidenfeld

    Dr Ursula Weidenfeld was also elected as an expert member of the Administrative Board — her expertise is likely to lie in the field of media studies or media economics, thus contributing the necessary specialist knowledge for media supervision and governance. She is a business journalist and has written for Wirtschaftswoche, the Financial Times Deutschland and Handelsblatt, among others.

    The rbb Broadcasting Council consists of 34 members. They are appointed by organisations and groups from the states of Berlin and Brandenburg to represent the interests of the public: 

  • Frank Becker

    Frank Becker holds a degree in public administration and has been the Berlin regional chairman of the German Civil Service Association (dbb) since 2013. He has been a member of the Broadcasting Council of Rundfunk Berlin-Brandenburg since 2023 and was elected its chairman in 2025. In this role, he emphasises the considerable pressure for change that public service broadcasting is under.

  • Elisabeth Herzog-von der Heide

    Elisabeth Herzog-von der Heide is deputy chairwoman of the rbb Broadcasting Council. She has also been mayor of the city of Luckenwalde since 2002 and is a member of the SPD. She previously worked as a lawyer and moved into local government after reunification, where she became a deputy mayor in 1995. On the rbb Broadcasting Council, she represents Brandenburg's local government associations and serves as deputy chair of the committee.

  • Elena Kountidou

    Elena Kountidou was appointed to the Broadcasting Council of Rundfunk Berlin-Brandenburg by the Bündnis 90/Die Grünen parliamentary group. She is the managing director of the organisation Neue deutsche Medienmacher*innen (New German Media Makers) and thus represents the voice of a civil society group on the Broadcasting Council. Through her commitment, she stands for diversity and social plurality in public broadcasting.

  • Christian Amsinck

    Christian Amsinck represents the interests of local and regional business on the rbb Broadcasting Council and was appointed by the Representation of Business Associations of Berlin and Brandenburg (German: Vereinigung der Unternehmensverbände Berlin und Brandenburg). In the current discussions about reforms at rbb, he often voices economic and structural criticism, particularly with regard to savings and efficiency at the broadcaster. His position is closely linked to the private sector perspective and tends to bring entrepreneurial views to the supervision of public broadcasting.

  • Regine Auster

    Regine Auster sits on the rbb Broadcasting Council as a representative of environmental and nature conservation associations from Berlin and Brandenburg. She brings environmental policy and civil society aspects to media supervision and is committed to ensuring that the broadcaster deals sensitively with environmental and issues of democratic governance.

  • Frank Feuerschütz

    Frank Feuerschütz is a member of the rbb Broadcasting Council, where he represents the youth association (Jugendring e.V.) of the state of Brandenburg and Berlin. His role is to represent the perspective of the young people and ensure that local and community issues of this cohort are taken into account in media supervision.

  • Christian Goiny

    Christian Goiny is a politician in the CDU and a member of the Berlin House of Representatives. As his parliamentary group's spokesperson on media policy, he has been a member of the Broadcasting Council for several years, where he represents his parliamentary group's positions on media and broadcasting issues

  • Katharina Riedel

    Katharina Riedel is a trained film director and media educator. She is a member of the rbb Broadcasting Council, where she represents social diversity and pluralistic positions in the film industry. She is a member of regional film and television industry associations as well as representing the musicians councils for Berlin and Brandenburg and is committed to ensuring that a diverse set of perspectives from those industries are incorporated into programming and supervision.

  • Harald Geywitz

    Harald Geywitz was appointed to the rbb Broadcasting Council, where he represents the Protestant church communities. He ensures that religious perspectives and concerns of the protestant churches are taken into account in the work of the broadcasting service.

  • Sven Rissmann

    Sven Rissmann was appointed to the rbb Broadcasting Council by the Berlin House of Representatives. He is a lawyer and CDU member of parliament. He represents Berlin's elected politicians and brings the municipal perspective to media supervision.

  • Stefan Schenk

    Stefan Schenk is a member of the rbb Broadcasting Council and represents the interests of people with disabilities. He is part of the Broadcasting Council as a member of the Berlin Advisory Council for People with Disabilities and the Brandenburg State Advisory Council for People with Disabilities (German: Menschen mit Behinderungen Berlin and Landesbehindertenbeirat Brandenburg). He contributes his experience and the concerns of people with disabilities to the supervision and strategic consulting of the broadcaster

  • Diana Golze

    Diana Golze is a member of the Broadcasting Council and, as representative of the Workers' Welfare Associations (AWO) of Berlin and Brandenburg, contributes political and social expertise to the work of the council. She is involved in monitoring and advising the public broadcaster. She is also a member of the Left Party (German: Die Linke).

  • Dirk Siegfried

    Dirk Siegfried is a member of the rbb Broadcasting Council and represents the interests of the Lesbian and Gay Association of Germany (LSVD) Berlin-Brandenburg. He brings the perspectives of the LGBTIQ community to media supervision and is committed to diversity and inclusion in broadcasting.

  • Martin Hagemann

    Martin Hagemann is a member of the rbb Broadcasting Council for the 2025–2029 term of office. He represents the perspectives of his sending institutions, the State Conference of Rectors and Presidents of Berlin Universities and the Brandenburg State Conference of University Presidents (German: Landeskonferenz der Rektoren und Präsidenten der Berliner Hochschulen and Brandenburgische Landeskonferenz der Hochschulpräsidentinnen und -präsidenten). He participates in consultations on programming and organisational issues relating to the broadcaster.

  • Erik Stohn

    Erik Stohn is a fully qualified lawyer and SPD member of the Brandenburg state parliament, and sits on the rbb Broadcasting Council. He represents his parliamentary affiliation to the social democrats and contributes his legal experience in decisions concerning the supervision of public service broadcasting.

  • Norman Heise

    Norman Heise is a member of the rbb Broadcasting Council for the 2025–2029 term. He represents the interests of the Berlin State Parents' Committee and the Brandenburg State Parents' Council (German: Landeselternausschuss Berlin and Landesrat der Eltern Brandenburg), thus bringing the parents' perspective to media supervision.

  • Dörte Thie

    Dörte Thie is officially listed among the delegated members of the Broadcasting Council. She represents the interests and perspectives of the Berlin Chamber of Crafts and the Brandenburg Chambers of Crafts (German: Handwerkskammer Berlin and Handwerkskammern des Landes Brandenburg).

  • Frauke Hemm

  • Nadja Zivkovic

  • Katja Karger

    Katja Karger was delegated to the rbb Broadcasting Council by the German Trade Union Confederation Berlin-Brandenburg. She brings trade union perspectives to the supervision of the public broadcaster. In her work, she advocates for the interests of employees and media professionals.

  • Lisa Steger

    Lisa Steger is a member of the rbb Broadcasting Council for the 2025–2029 term of office. She was appointed by the rbb staff council alongside Martina Schrey in an advisory capacity.

  • Markus Koinzer

    Marcus Koinzer was appointed to the Broadcasting Council of Rundfunk Berlin-Brandenburg in 2025 as representative of the Sorbs/Wends, an ethnic minority in eastern Germany. He is managing director of Domowina, the umbrella organisation of Sorbian/Wendish associations. He is also chairman of the Council for Sorbian/Wendish Affairs in the Brandenburg state parliament. In all his roles, he is committed to preserving and promoting the Sorbian/Wendish language, culture and minority rights.

Other Influential People
  • Patricia Schlesinger

    Patricia Schlesinger served as director  of Rundfunk Berlin-Brandenburg (rbb) from 2016 to 2022 and was temporarily chair of the ARD. During her tenure, allegations accumulated regarding nepotism, excessive expenditures, and lack of transparency—including luxury office furnishings with expensive parquet flooring and living walls, massage seats in service vehicles, and substantial costs for renovations and ancillary expenses. In summer 2022, the broadcasting council removed her from office; she was terminated without notice after internal audits and political and public criticism intensified. 
    Schlesinger subsequently sought retirement benefits; a court awarded her monthly retirement payments of approximately €18,400 beginning in January 2023. rbb, however, has filed claims for damages in the millions and demands repayment for disputed expenditures and bonus payments. 
    The affair triggered a crisis of confidence among employees, in politics, and in the public sphere, and prompted reform debates concerning oversight, compliance, and the role of broadcasting councils. Investigations by the Berlin Generalstaatsanwaltschaft (Office of the State Prosecutor) and multiple legal proceedings have accompanied the legal reckoning since that time.
