Saarländischer Rundfunk (SR) is the public broadcasting corporation for Saarland. As a member of ARD, it has a distinctive history: Immediately after World War II, France planned to incorporate Saarland into French territory, partly through a German-French broadcasting service. Beginning March 17, 1946, the broadcaster that would become SR transmitted its programme as "Radio Saarbrücken," daily starting with the Marseillaise, as a "French station in the German language."
Shortly after the referendum on October 23, 1956, in which Saarland voted to join the Federal Republic of Germany, Saarländischer Rundfunk was formally established as a public broadcasting corporation on November 27, 1956, with headquarters in Saarbrücken.
Today, SR operates a full-service programme across radio, television, and the internet. While its target audience is primarily regional, the broadcaster reaches audiences beyond the state through regional content and digital media. SR has no owner in the literal sense, as it is financed by the public through a broadcasting fee (currently €18.36 per month) as part of Germany's public broadcasting system.
The organisation is led by an Intendant (Director-General), directors, a Broadcasting Council, and an Administrative Council. Martin Grasmück (born 1970) has been SR Intendant since 2021.

  • Martin Grasmück

    Martin Grasmück (born 1970) worked at Saarländischer Rundfunk (SR) as a student and built his career there. In 2008, he became head of the Director-General's office at SR, in 2015 became Deputy Programme Director/Head of Radio and Programme Director of SR 1. Elected in the seventh ballot, Grasmück became Intendant (Director-General) of the broadcaster in 2021.

  • Sonja von Struve

    Sonja von Struve has served as Programming Director (Programmdirektorin) of Saarland Broadcasting (Saarländischer Rundfunk, SR) since January 1, 2025. Previously, from April 2022, she headed the "Digital Evolution" department at SR, where she implemented the broadcaster's digital strategy. Before that, she led the final editorial desk at ZDF and was responsible for the press office and crisis communication. Following positions at the Goethe-Institut and ZDF, where she also built a cross-departmental social media team, she joined Saarland Broadcasting to help shape its digital transformation. She studied Sinology and Linguistics, completed a German-Chinese dual master's degree in Intercultural German Studies, and is particularly committed to developing innovative programming formats.

  • Martin Stephan

    Martin Stephan has served as Director of Administration and Operations (Verwaltungs- und Betriebsdirektor) at Saarland Broadcasting (Saarländischer Rundfunk, SR) since June 2024. Previously, he held the position of Prokura (authorized signatory) and served in management functions. In his current role, he is responsible for, among other things, the financial plan and strategic development of SR. Starting in 2026, he will assume the position of Deputy Director-General (stellvertretende Intendanz) at SR on a rotating basis. His career encompasses various positions in media management, particularly in the areas of administration and business operations at media companies.

  • Michael Burkert

    Michael Burkert has served as Chair of the Administrative Council (Verwaltungsrat) of Saarland Broadcasting (Saarländischer Rundfunk, SR) since June 30, 2020. He was previously a member of the SR Broadcasting Council (Rundfunkrat) from 1994 to 1999, serving first as Deputy Chair of the Finance Committee (1994–1996) and subsequently as Chair of that committee (1996–1999). He has been a member of the SR Administrative Council since April 2002. Burkert served as President of the SPD City Association of Saarbrücken (Stadtverband Saarbrücken) from 1998 to 2007. From 1978 to 1988, he worked as a trained social worker at the Malstatt District Office; from 1989 to 1991, he held a management position at Diaconia at the Saar (Diakonisches Werk an der Saar). From 1991 to 1992, he served as Director of the Social Services Office of the city of Saarbrücken. From 2007 to 2021, he was Managing Director (Geschäftsführer) of Saarland-Sporttoto GmbH. Burkert completed his studies at the Catholic University of Applied Sciences for Social Welfare (Katholische Fachhochschule für Sozialwesen) in Saarbrücken, graduating in 1978 with a diploma in social work.

  • Tina Jacoby

    Tina Jacoby was elected to the Administrative Council (Verwaltungsrat) of Saarland Broadcasting on June 29, 2020. She is a judge at the Tax Court of Saarland (Finanzgericht des Saarlandes). Jacoby served as Chair of the Hannover Judges Association (Hannoverscher Richterverein, HRR) from 2017 to 2021 and serves as Data Protection Officer at the Saarland Tax Court. She is Deputy Chair of the CDU in Saarbrücken-Stadt and is married to former CDU Finance Minister Peter Jacoby, who has been a member of the ZDF Television Council (Fernsehrat) since 2013. Jacoby also sits on the supervisory board (Aufsichtsrat) of ProSaar Media, which produces the Saar crime series "Tatort."

  • Dr. Thomas Jakobs

    Dr. Thomas Jakobs serves as Chair of the Broadcasting Council (Rundfunkrat) at Saarland Broadcasting (Saarländischer Rundfunk, SR). Since 2020, he has been delegated to the Broadcasting Council by the Catholic Church. The doctorate holder in Communication Studies has served as Managing Director (Geschäftsführer) of the Saarland Hospital Association (Saarländische Krankenhausgesellschaft e.V.) since 2015. Previously, from 2000 to 2014, he worked as Press Spokesperson and Head of Department at the Saarland State Representation to the Federal Government (Landesvertretung des Saarlandes beim Bund). In the last term of the Broadcasting Council, he served as Deputy Chair of the SR Programming Advisory Board and was a member of the Complaints Committee as well as the SR Finance Committee. As Chair of the Broadcasting Council, he is also a member of the SR Administrative Council and represents SR in the ARD Programming Advisory Board.

  • Elke Ferner

    Elke Ferner serves as Deputy Chair of the Broadcasting Council (Rundfunkrat) at Saarland Broadcasting (Saarländischer Rundfunk, SR). She is delegated by the Consumer Center Saarland (Verbraucherzentrale Saarland e.V.), of which she has been Chair since 2019. Previously, from 2013 to 2018, she served as Parliamentary State Secretary (Parlamentarische Staatssekretärin) in the Federal Ministry for Family, Senior Citizens, Women and Youth (Bundesministerium für Familie, Senioren, Frauen und Jugend), and—with a break in service—was a member of the German Bundestag (Deutsche Bundestag) from 1990 to 2017.
